Towards the end of the 1870s Mikuli prepared his Chopin edition, still widespread today, for the Kistner publishing house. I came across a document by the famous Chopin pupil and editor Karol Mikuli that shows considerable perplexity. Throw on a metronome while you play through the arpeggios, let it click out the quarter notes, and build speed slowly. While you're still learning it nice and slow, make sure you are keeping a 1-and-2-and-3-and count while doing the arpeggios, not a 1-and-uh 2-and-uh 1-and-uh 2-and-uh. I can't say for sure from such a short clip, but it sounds like you might be playing it with a 6/8 rhythm instead of 3/4. If you can't handle the hardest passages, you might want to shelve the project for a later date when you are further along with your piano skills.ДЄnyway, for some more specific advice for the clip you submitted, I'd like to talk about the rhythm. I always did this myself as a measuring stick when trying out new pieces that were large and difficult. I'd also strongly advise starting with the hardest parts (the coda and the last 2 or 3 pages of the B section). For any works of this size, I always recommend practicing the sections separately and out of order. Don't rush anything! You'll only be doing yourself (and Chopin) a disservice if you try to brute-force your way through this piece. Try practicing both staccato and legato touch. The solution to getting it up to speed is the usual piano practice advice, the most obvious and most important thing I'm sure you've heard a million times already: practice slow, practice even, and very patiently build up speed while maintaining control.
